Yesterday, at 3:45 pm, Ye tweeted this.

There is no concrete reasoning as of yet just why Ye wants to get together with Dylan except for maybe a case of real recognize real.
Samantha Ronson and Paul McCartney have compared Kanye to Bob Dylan on a few different occasions, so that may be a part to this.
Then again, Kanye has gone to Twitter to reach out to Tim Cook (Apple CEO) and Mark Zuckerberg with no response so this could just be another media cook up that Kanye has seemed to have mastered because well, he’s Kanye West.
